Training course in the Nuclear Security Training Center

On March 13-17, 2023 the Nuclear Security Training Centre of INP (NSTC) has conducted the training course “Vulnerability Assessment Fundamentals”. The Course was held within the framework of nuclear security cooperation between the Threat Reduction Agency of the US Department of Defense and the Government of Kazakhstan (Global Nuclear Security Program). This course was a "transitional course". The training materials, developed by DTRA’s instructors, were transferred to the NSTC for adaptation and updating. After the training materials were revised and updated, the Course was conducted by Kazakhstan instructors under the observation of DTRA’s instructors. The purpose of the Course is to train the basic methods of vulnerability assessment of nuclear facilities and their practical application. During the training the requirements of the Kazakhstan legal framework and the IAEA recommendations were presented, issues of vulnerability assessment, risk, consequences, the interaction between threat and risk were touched upon. The Kazakhstan instructors have conducted theoretical, practical and demonstration classes. During the practical exercises, the VISA methodology was demonstrated to assess the vulnerability of a hypothetical object. Also, tour on the reactor was organized for the Course participants. Following the results of the training 9 Kazakhstan specialists – representatives of the CAESC, UMP JSC, RSE NNC RK, RSE at REM INP, MAEK, National Guard received certificates on the successful completion of the course.
