Nuclear Facility Insider Threat Detection, Prevention and Mitigation

On June 8-12, 2026, the Training Course «Nuclear Facility Insider Threat Detection, Prevention and Mitigation» was held at the Nuclear Security Training Center (NSTC). The training was organized in the framework of cooperation with the Threat Reduction Agency of the US Department of Defense under the “Cooperative Threat Reduction” Program.

At the opening of the course, Murat Tulegenov, Director of the Department of Nuclear, Radiation and Environmental Safety at the INP, addressed the participants with a welcoming word, briefly outlining the Institute's main activities.

The purpose of the Course was to explore measures to mitigate, prevent, and detect threats from insiders, including personnel background checks, personnel reliability programs, and multi-level physical control using existing physical protection systems.

The Course was designed for specialists involved in the management, organization, and physical protection of nuclear facilities, as well as those responsible for nuclear facility security. The Course was attended by Kazakhstan specialists from CASC, INP, KNPP, UMP, Ulba-FA, NNC, Kazatomprom, MAEC, and representatives of the National Guard. The training focused on practical exercises, including role-playing scenarios and hypothetical situations involving insider threats.

Following the results of the training, 16 Kazakhstan specialists received certificates of successful completion of the Course. The final certificate presentation ceremony was held with the participation of DTRO-RCEO Deputy Director at the US Embassy in Astana Eugen Kavalenka, , and Alexander Vasilev, Project Manager, Branch of “URS Federal Services International, Inc.” in Kazakhstan.
