Nuclear Security Training Center in RSE INP

Nuclear Security Training Center (Training Center) operates in the Institute of Nuclear Physics of the Ministry of Energy of the Republic of Kazakhstan where it occupies a territory of 0.7 ha.

The main subject areas of training are:

  • Physical protection of the nuclear material and facilities.
  • Nuclear material accounting and control.
  • Combatting illicit trafficking in nuclear material.
  • Radiation protection and radiation control.
  • Information security.

The Training Center has classrooms for lectures and group exercises. The training vehicle access control point, training field with real equipment used in physical protection systems, full-scale simulators, various mock-up installed in the classrooms are used to conduct practical classes on physical protection and nuclear material accounting and control.

Training Center is established at the initiative of the Committee for Atomic and Energy Supervision and Control, the Ministry of Energy of the Republic of Kazakhstan with support of the US Department of Energy for training of specialists iin the area of physical protection, accounting, control and illicit trafficking in nuclear and radioactive material. This is the only specialized center providing this kind of training in Kazakhstan.

The establishment of the Training Center is a contribution of Kazakhstan to strengthening of the global nuclear security and international regime of nonproliferation of nuclear weapons, which was mentioned in the speech of the President of the Republic of Kazakhstan and joint statement at the Global Nuclear Security Summits in Seoul, The Hague and Washington (2012-2016). Training Center is a member of International Network for Nuclear Security Training and Support Centers.

The construction of the Training Center was financed by the US Department of Energy in the frame of partnership between Ministry of Energy of the Republic of Kazakhstan and US Department of Energy. Inauguration of the Center took place on May 12, 2017.

Since the inauguration, the following training courses have been conducted:

  • Detection and Measurements of Radiation for Personnel Protection
  • Technical Introduction to Cybersecurity at Nuclear and Radiological Facilities
  • Physical Protection Systems Maintenance
  • Using the Design Basis Threat (DBT) in Security Design
  • Developing an Information Security Management System
  • Radiation Protection and Radiation Control
  • Basic Instructor Training
  • Configuration Management of Physical Protection System
  • Assessment of Guard Force
  • Suppression of Nuclear and Radioactive Materials Illicit Traffic

Courses were attended by representatives of the nuclear facilities, government agencies, border and customs services ensuring the implementation of the nonproliferation regime and combating illicit trafficking in nuclear and radioactive materials.

The Training Center plans performing more than 20 training programs lasting 40 and 80 hours for groups of 10-20 people.

The Training Center at INP  is one of the elements of the global nuclear security system and has a prospect to become a basic regional center for training of nuclear security specialists in Central Asia.
